Troy Bryan Downing (born March 4, 1967) is an American politician, businessman, and military veteran serving as the U.S. Representative for Montana's 2nd congressional district since January 2025. A member of the Republican Party, Downing previously served as the 17th Auditor of Montana from 2021 to 2025 under Governor Greg Gianforte. Before entering politics, he built a career as an entrepreneur in the self-storage industry and later as a distillery owner in Montana. A veteran of the United States Air Force who served with the 129th Rescue Squadron during the War in Afghanistan, Downing has drawn on his military background and business experience throughout his political career. He first sought public office in 2018 with a campaign for the United States Senate, finishing third in the Republican primary behind Matt Rosendale and Russell Fagg. Downing subsequently won the race for Montana State Auditor in 2020 and was elected to Congress in 2024, succeeding Rosendale, who retired after two terms. In Congress, he has been appointed to the House Committee on Natural Resources.[1]

Downing's path to Montana was shaped in part by his entrepreneurial ambitions and his connection to the outdoors. He eventually settled in Big Sky, Montana, where he became involved in local business and community life.[3] His relocation to Montana would later become a subject of scrutiny during his political campaigns, particularly regarding his residency and his status as a newcomer to the state.

Downing served in the United States Air Force, where he was assigned to the 129th Rescue Squadron. Business Career

Before entering politics, Downing built a career as an entrepreneur, primarily in the self-storage industry. He served as CEO of AC Self Storage Solutions, based in Big Sky, Montana.[3] In this role, Downing oversaw the operations and growth of the self-storage business, gaining experience in real estate, property management, and small business operations. His work in the self-storage industry was profiled in trade publications, including the Mini-Storage Messenger, where he was featured as a notable figure in the sector.[5]

Downing also became involved in the spirits industry in Montana. He was associated with a Bozeman-area distillery that gained attention during the COVID-19 pandemic for pivoting its operations to produce hand sanitizer to help meet supply needs for first responders and the general public during a period of widespread shortages.[6] This effort was part of a broader national trend of distilleries retooling their production lines during the early months of the pandemic.

His business background became a recurring theme in his political campaigns, where he positioned himself as a private-sector outsider who could bring entrepreneurial discipline and fiscal responsibility to government.

2018 U.S. Senate Campaign

Downing made his first foray into electoral politics in 2018, when he entered the Republican primary for the United States Senate seat held by Democratic incumbent Jon Tester. The Republican primary was a competitive, multi-candidate race. Downing faced then-State Auditor Matt Rosendale and Yellowstone County District Judge Russell Fagg, among other candidates.[7]

During the campaign, Downing faced legal difficulties that drew significant media attention. He was charged with hunting license violations, accused of purchasing resident hunting licenses despite not meeting Montana's residency requirements. The charges raised questions about his ties to the state and his eligibility to claim resident status.[8][9] The residency issue became a liability during the primary campaign. 2020 State Auditor Campaign

Following his unsuccessful Senate bid, Downing entered the 2020 race for Montana State Auditor, seeking to succeed Rosendale, who was vacating the office to run for Montana's at-large congressional seat. Downing announced his candidacy in June 2019.[10]

The campaign was not without controversy. Reports emerged during the race regarding details from Downing's personal history, including his divorce and past personal disputes, which were scrutinized by political opponents and the media.[11] Despite these challenges, Downing won the Republican nomination, defeating two other candidates in the primary.[7]

In the general election, Downing faced Democratic nominee Shane Morigeau, a member of the Montana House of Representatives. Downing enjoyed a comfortable lead throughout the race and won the election on November 3, 2020, becoming the next Montana State Auditor and Commissioner of Securities and Insurance.[12][13]

Montana State Auditor (2021–2025)

Downing was sworn in as Montana's Commissioner of Securities and Insurance (the office commonly known as State Auditor) in January 2021, serving under Governor Greg Gianforte.[14] As state auditor, Downing was responsible for overseeing Montana's insurance industry, regulating securities, and protecting consumers from fraud.

During his tenure, Downing positioned himself as a conservative leader within Montana's executive branch. He served alongside Governor Gianforte during a period of unified Republican control of Montana state government. His time as auditor helped him build statewide name recognition and a record of governance that he would later leverage in his campaign for Congress.

Downing's role as auditor also informed his later legislative priorities. After being elected to Congress, he introduced the McCarran-Ferguson Restoration Act, which sought to eliminate the Federal Insurance Office, reflecting his experience with insurance regulation at the state level.[15]

2024 Congressional Campaign

Rather than seek a second term as state auditor, Downing entered the 2024 race for Montana's 2nd congressional district, which had been created following the 2020 census when Montana regained its second House seat for the first time since 1993. The seat was being vacated by Matt Rosendale, who retired after serving two terms in Congress.[7]

Downing won the Republican primary nomination and advanced to the general election, where he faced former Montana state house speaker John Driscoll, the Democratic nominee. The race took place in the eastern Montana-based 2nd congressional district, which encompasses a vast geographic area that is largely rural and politically conservative.

Downing won the general election on November 5, 2024, securing the seat to represent Montana's 2nd congressional district in the 119th United States Congress.[16] He succeeded Rosendale, marking the second time in his career that he directly followed Rosendale in a political office.

U.S. House of Representatives (2025–present)

Downing took office on January 3, 2025, as the U.S. Representative for Montana's 2nd congressional district.[17] He joined the Republican caucus in the 119th Congress.

In March 2026, Downing was appointed to the House Committee on Natural Resources, a committee assignment of particular significance to Montana given the state's extensive federal lands, natural resource industries, and agricultural economy.[18][19] In a statement, Downing noted the importance of the committee's work to Montana's interests, including issues related to public lands management, energy production, and water rights.

Among his early legislative actions, Downing introduced the McCarran-Ferguson Restoration Act, legislation aimed at eliminating the Federal Insurance Office. The bill drew on his experience as Montana's former insurance regulator and reflected his stance that insurance regulation should remain primarily a state-level function rather than a federal one.[20]

In early 2026, Downing released a statement following Ryan Zinke's retirement from Congress, acknowledging the former congressman and former Secretary of the Interior's service.[22] Downing also responded to President Donald Trump's State of the Union address in March 2026, releasing a statement outlining his support for the administration's priorities.[23]

Additionally, Downing's office opened applications for Fiscal Year 2027 Community Project Funding Requests, providing Montana constituents an opportunity to submit proposals for federally funded community projects.[24]

Personal Life

Troy Downing is married to Heather Downing. The couple has four children.[7] The family has been based in the Big Sky area of Montana, where Downing established his business operations before entering politics.

Downing's residency in Montana was a subject of public debate during his 2018 Senate campaign. He was charged with hunting license violations for allegedly purchasing resident hunting licenses when his residency status was in question. The case drew attention to his relatively recent move to Montana and raised questions about his connection to the state.[25]

As a military veteran who served in the United States Air Force with the 129th Rescue Squadron during the War in Afghanistan, Downing has frequently referenced his military service in his public life. He has worn his Army Aviator Badge on his suit in official photographs, including his congressional portrait.[2]
