Kurt Oughstun is a professor at the University of Vermont's College of Engineering & Mathematical Sciences. His research concerns electromagnetic and optical pulse propagation in temporally dispersive media.[1]

Oughstun received his Ph.D. from the Institute of Optics at the University of Rochester, where he studied from 1972 to 1978.[2]
