Arunan Arulampalam was born September 15, 1985. He's an American politician and attorney who's been serving as Mayor of Hartford, Connecticut since January 1, 2024. He's a Democrat who won the November 2023 mayoral election, taking over from Luke Bronin.[1]

Born in Bulawayo, Zimbabwe to Sri Lankan Tamil parents, Arulampalam's road to leading Connecticut's capital was unconventional. From southern Africa through the American South, then to New England. Along the way he built a career in law, public service, and community development. He became the first person of South Asian descent to hold the office of Hartford mayor, a distinction both local and national outlets noted during his campaign and after his election.[2]

Before running for office, Arulampalam served as chief executive officer of the Hartford Land Bank. There he worked on revitalizing blighted and vacant properties across the city.[3]

Early Life

Arulampalam was born on September 15, 1985 in Bulawayo, Zimbabwe.[4] His family is Sri Lankan Tamil heritage. His parents left Sri Lanka during the country's civil conflict, settling in Zimbabwe before eventually immigrating to the United States.[2] That journey from Sri Lanka to Africa to America shaped how he'd understand displacement, immigration, and community resilience. These themes would later show up in his political work.[5]

He grew up in the United States and eventually settled in Hartford, Connecticut, getting involved in civic life there.[6] His background as an immigrant and person of color in a diverse city became central to his public identity. When covering his 2023 campaign, outlets frequently highlighted his unusual path. From Bulawayo to Hartford. They saw it as reflecting the city's immigrant traditions.[4]

During the 2023 campaign he talked openly about how his family's experiences as immigrants and refugees shaped his commitment to public service and community development in Hartford.[7]

Education

He attended Emory University in Atlanta, Georgia, where he earned a Bachelor of Arts degree.[4] Later he got a Juris Doctor from Quinnipiac University School of Law.[4] That legal training gave him the foundation for his work in public policy, community development, and government service in Connecticut.

In April 2025 he was invited to deliver the commencement address at the University of Connecticut School of Law for the Class of 2025. It was a recognition of his role as leader of the city where the law school sits.[8]

Career

Early Political Activity and 2018 State Treasurer Campaign

His first shot at electoral politics came in late 2017 when he started thinking about running for Connecticut State Treasurer.[9] As a candidate he emphasized being an outsider, a newcomer with a fresh perspective on Connecticut Democratic politics.[10]

Then in May 2018 he withdrew from the race. When he got out, he had something to say to fellow Democrats about the need for greater diversity in the party's ranks and its statewide candidates.[11] He said he'd redirect his efforts toward other forms of public service and community work.[12]

Hartford Land Bank

After leaving the 2018 treasurer's race, Arulampalam focused on community development in Hartford. He became chief executive officer of the Hartford Land Bank, a quasi-public agency set up to tackle blighted, vacant, and tax-delinquent properties.[3] In that position he oversaw acquiring, rehabilitating, and returning distressed properties to productive use. The goal was stabilizing neighborhoods and expanding homeownership opportunities in Hartford.[3]

That work became a major part of his mayoral platform. When he ran for mayor, Arulampalam pointed to the Land Bank's efforts as proof of his commitment to addressing Hartford's housing challenges and economic development needs.[13]

2023 Mayoral Campaign

On January 5, 2023, he formally announced his candidacy for mayor of Hartford. He was running to succeed Luke Bronin, who wasn't seeking re-election.[14] His campaign centered on homeownership, small business support, downtown amenities, and faster city service delivery.[15]

He got the Hartford Democratic Party endorsement. That was huge in a city where Democrats vastly outnumber other voters.[4] His campaign also made waves for its fundraising. American Kahani reported that he took a wide lead in campaign donations in the mayoral race, with support coming from both local donors and the national South Asian American community.[7]

In August 2023 the field narrowed. Only two candidates met the ballot access thresholds for September's Democratic primary. That meant Arulampalam and his opponent were the only two running.[16] He won the September 2023 Democratic primary, making him the heavy favorite for the general election.[17]

When November 2023's general election came around, Arulampalam declared victory and won the mayoralty of Hartford.[18][19] This made him the first person of South Asian descent, and specifically Sri Lankan descent, to serve as Hartford's mayor.[2]

Mayor of Hartford

He was sworn in on January 1, 2024, succeeding Luke Bronin, who'd held the job since 2015.[1] Once in office, he laid out a long list of priorities for the city. Housing, economic development, public safety, and city service delivery topped the list.[1]

Administration and Appointments

In September 2025 he appointed two administrators to lead Hartford's economic development and housing departments. These were key positions in his administration focused on the city's growth and affordability challenges.[20] The appointments showed the administration's commitment to homeownership and economic opportunity as core policy goals.

Connecticut Sun and WNBA Dispute

In August 2025 he started a public campaign to keep the Connecticut Sun in the Hartford area. The Connecticut Sun is a Women's National Basketball Association (WNBA) franchise. Word had it that the WNBA planned to block a proposed $325 million deal involving the team. Arulampalam got people mobilized against what he called the league's interference, demanding it stop obstructing the arrangement.[21] The effort highlighted his willingness to engage in high-profile advocacy on behalf of the city's economic and cultural interests.

Immigration and ICE Parking Contract

In February 2026 he requested that the Hartford Parking Authority immediately end its contract with U.S. Immigration and Customs Enforcement (ICE). This move showed where the administration stood on immigration enforcement in the city and got coverage from regional media outlets.[22][23] The request put Arulampalam among urban mayors who'd taken public stances on federal immigration enforcement during this period.

Emergency Management

In February 2026 he handled the city's response to a major snowstorm. Media called it the "Blizzard of '26." He said city crews were working "around the clock" to clear roads and maintain city services during the storm.[24] Before the storm hit, Arulampalam and city officials held press conferences to prepare the community. They warned residents about the severity of the incoming weather.[25]

Personal Life

He's married to Liza Butler. The couple has five children and lives in Hartford, Connecticut.[6] His family's roots in Hartford have been noted in media coverage as showing his personal stake in the city he leads.

Arulampalam's identity as a member of the Sri Lankan Tamil diaspora is a notable part of his public profile. His 2023 mayoral election was a historic milestone. The UConn Law School selected him to deliver its 2025 commencement address in April. UConn Today announced the invitation, noting that he's the mayor of the city where the law school is located.[8]
