Biography

Hilton Cheong-Leen, CBE, JP (Chinese language: 張有興; delivered 6 August 1922) can be a Hong Kong politician and businessman. He was an elected person in the Urban Council of Hong Kong for 34 years from 1957 to 1991. He was also the initial Chinese chairman from the council from 1981 to 1986. He previously been a long-time chairman from the Hong Kong Civic Association, among the two quasi-opposition politics groupings in the post-war Urban Council. From 1973 to 1979, he was appointed unofficial person in the Legislative Council of Hong Kong. From 1985 to 1988, he was once again became one of the primary elected person in the Legislative Council through Urban Council constituency in the first Legislative Council election in 1985.

Early life and business career

Cheong-Leen was created in Georgetown, Uk Guyana on 6 August 1922 to a third-generation Chinese language mom Elvira Cheong-Leen and dad Edward Cheong-Leen who came through Hong Kong from China to become listed on an uncle in Guyana. He was informed in the Central SENIOR HIGH SCHOOL in Georgetown. He shifted to Hong Kong when he was around nine and visited La Salle University in Hong Kong. He previously worked in an attorney, an transfer and export business so that as a banker after college.Following the fall of Hong Kong, he shifted to unoccupied territory in China and lived in Kunming along with his family and came back to Hong Kong following the war. He was a journalist for a period, having been the Hong Kong correspondent of Fox Information and BBC. He was provided a job using the South China Morning hours Post but he adopted his family's desire to go into business and setup his own transfer and export company H. Cheong-Leen & Co. in 1945, importing presents, monthly premiums and watches.Like a publisher, he also joined the Junior Chamber in 1953 and represented the chamber in the international meeting from the Junior Chamber in SAN FRANCISCO BAY AREA. He was for quite some time chairman from the Hong Kong View Importers Association. He is still the honorary existence president from the Hong Kong View Manufacturers Association.

Early political career

At that time the Urban Council elections, the only direct elections in the colony at that time, were dominated by Brook Bernacchi's Reform Club of Hong Kong, Cheong-Leen founded the Hong Kong Civic Association in 1954 with Roger Lobo and A. de O. Product sales, aswell as Rev. Brigant Cassian and Dr. Woo Pak-foo. Cheong-Leen was the founding secretary-general from the association and is at the first conference at a club over the mezzanine flooring of Jimmy's Kitchen in Theater Lane, Central.As the representative of the association, he visited London and NY and met using the Colonial Office officials and Members of Parliament of different celebrations including William John Peel off, son of Hong Kong Governor Sir William Peel off, and US officials Ralph Bunche and Benjamin Victor Cohen over constitutional reform and other issues respectively in the 1950s.He was also vice-chairman from the US Association of Hong Kong led by Ma Man-fai, whom he befriended throughout their lives in Kunming. He symbolized the association in the worldwide conference from the US Association in Bangkok in 1955. Being a secretary from the International Association from the Chinese language Refugees, he also seen United Nations Great Commissioner for Refugees in Geneva and NY over the refuge problems in Hong Kong.

Urban Councillor

Cheong-Leen 1st contested within the Civic Association ticket in 1956 Urban Council election but had not been elected. He went once again in the election in the next year and required the last from the four chairs. He continued to be in the Urban Council for 34 years until he retired in 1991. He required over as the Civic Association chairman in 1968 and experienced held the positioning for quite some time until 2004. The Civic Association at that time situated itself as even more pro-middle-class and moderate when compared with the Reform Golf club.Cheong-Leen contested the chairmanship from the Urban Council in 1973 when the post was elected from the council for the very first time. Legislative Councillor

He was initially appointed while an unofficial person in the Legislative Council of Hong Kong on 1 Might 1973 by Governor Sir Murray MacLehose with Man Sayer to fill up the vacancies still left by retired H. J. C. Browne and deceased Mary Wong Wing-cheung. Family

Hilton Cheong-Leen's initial wife, Pauline Chow, was a soprano singer referred to as "the nightingale of China". Pauline was created in Peking and was informed on the Bridgman Academy and Country wide Peking College or university.
